Chinese Data Diplomacy applies Artificial Intelligence (AI), Data Mining about foreign Internet users and fighting with malign information activity of opponent countries. Such activity of China causes particular concern among American establishment, which traditionally considers the digital diplomacy of China, Russia and other strategic opponents as a threat to national security for the United States. The authors conclude the existence of the one vision of the American expert community regarding the data diplomacy of China. Experts‘ articles call for the US administration to stop the «digital colonialism» of the PRC, and official government reports asking to increase funding of the Global Engagement Center which fights «malign influence» of U.S. opponents. At the same time, the further strengthening of American data diplomacy is stated, both for the information deterrence of the opponents, and for increasing the effectiveness of U.S. projects of propaganda.
