The article presents some results of a sociological study (2019, November–December) of the level and factors of the use of the population by digital government services in 10 regions of Russia. Four groups of the population with different levels of activity using the online services provided by the government were calculated: with zero activity – 24,9 %; low – 33,1 %; with an average of 29,5 %; with high activity – 12,6 %. The structure of latent factors of the space of citizens' perceptions about the tools of digital government is revealed. These factors include trust in tools and confi dence in ensuring the confi dentiality of personal data of citizens, the active use of electronic government tools by the population, citizens' trust in electronic document management, the culture and experience of using the Internet as a whole, political institutional trust, and technical characteristics of digital government services.
