The involvement of persons with disabilities in the labour force is the task of any state that has an active social policy. Russian legislation has a number of measures aimed at ensuring accessibility to work for the disabled; the totality of these measures is called social employment of disabled people. Currently, social employment is limited only to persons who have retained a significant degree of ability to work, those with disabilities who have lost this ability completely or to a significant extent are not included in the sphere of social employment. However, these individuals still need useful activities that can be organized for them as a special type of social service. This approach expands the concept of social employment.
