The article deals with the disputable problems of universal competencies’ formation and assessment while implementing higher education programs. The authors suggest discussing controversial points while searching for measuring tools assessing the development level of university students and graduates’ universal competencies. The resources of the university educational environment and their potential as effective means of universal competencies formation are proposed to be analyzed.
