The subject of this research is the activities of the youth parliament of the Leningrad region. The study used the methodology of historical neoinstitutionalism with a theoretical approach "path dependence". The main conclusions made in the course of the study: Youth Parliament The Youth Parliament of the Leningrad Region as a whole is an efficiently working organization, however, among the shortcomings it is necessary to take into account: the organization is closed for talented youth who do not have a deputy mandate; impossibility of reorganization in the event of the appearance of a "weak composition"; heavy load on the train; long involvement in work due to 90% of the composition change; weak continuity, the work of the deputies for themselves. The strengths of this structure can be distinguished: closed selection system; the work of aspiring politicians who can improve their skills; high performance in the framework of project activities; high interest of members of the Youth Parliament in public activities; structured regulatory framework.
