This study focuses on a differentiated assessment of quality of life for specific migration needs. The goal is to develop a multi-level assessment methodology tailored to the non-materialistic priorities of affluent migrants. A three-stage procedure is proposed for analyzing Rosstat's living conditions monitoring data, constructing a composite index (ACI). The methodology takes into account the region's financial stability; an assessment of housing conditions using coefficients of spaciousness, suitability, and ownership; and living conditions, encompassing safety, digitalization, and public utilities. As a result, leading regions were identified that offer the optimal balance of comfort and authenticity. The developed methodology is effective for targeted recommendations and can be adapted to assess other complex territorial parameters.
