The article provides a brief theoretical overview of the formation of the category “social policy”.
The characteristic of social policy models (monetarist model; paternalistic model; social welfare state model
is based) and social policy forms (neoliberal form; Franco-German form or conservativecorporatist form;
social democratic form) are presented. The trends of the modern social policy of developed countries are
formulated. The complex of measures and the evolution of social guarantees, providing optimal living
conditions to various social groups of the population of the Russian Federation (1991–2018) are analyzed.
This work is relevant, since insufficient attention is paid to the study and systematization of knowledge in
the field of social policy. Therefore, it can be demanded by bachelors, undergraduates, graduate students,
specialists engaged in scientific or practical activities in the field of social policy of the state.
