The legal experiment represents one of the potential tools in the methodology of legal reforms. Budgetary law is no exception, revealing, alongside officially designated legal experiments, an example of an experiment not explicitly named as such — the introduction of the budgetary-legal institution of treasury-controlled payments. The incorporation of provisions on treasury-controlled payments into Russian budgetary-legal regulation through their inclusion in annual federal laws on the federal budget constituted precisely a legal experiment. The federal legislator incrementally (on an annual basis) tested and adjusted the parameters of the new mechanism before permanently enshrining it in the Budget Code of the Russian Federation (Chapter 24.4). This norm-setting practice by the federal legislator demonstrates that the federal law on the federal budget, possessing a unique legal nature as a temporary act, serves as a permissible instrument for conducting budgetary-legal experiments, provided constitutionally predetermined requirements are observed.
