The article considers the question of the emergence of the new level of the political propaganda strategies based on their implementation in the modern “digital” environment. The new environment is not only the new channel of the communication, but also a fundamentally changed situation for the functioning of the political consciousness of the society. Politicians and journalists are mastering the modern “digital” environment; it has itself become both the carrier of political information and the source of argumentation in politics. Modern journalism, being in the conditions of the political turbulence and being the part of the society, shows the same painful symptoms of the development as the society as a whole, and becomes the channel for the aggressive spread of the new type of the social phobia – cyberphobia, which is the natural reaction of the public consciousness to the intensification of crimes using the “digital “environment technology. The changed informational reality predetermined the use of the cyberthreats as the new social phobia in political propaganda. Concretization of the updated propaganda strategies towards strengthening the image of the enemy in the form of a “Russian hacker” appears in Western countries journalism as the personification of Evil.
