In this article, the author examines the plan of state transformations of P.A. Stolypin. It is based on public speeches, correspondence and interviews of the reformer. They contain a large number of provisions that explain the Stolypin transformation plan. Based on these explanations, the author concludes that the concept of Stolypin transformations had a multidimensional and multi-stage character.
