Regulation and implementation of anti-social behavior orders (ASBO) in the UK and the subsequent measures that came to replace them was heavily criticized on the grounds of indefinite notion of anti-social behavior, inadequate procedural safeguards for their application, and overall potential for human rights abuse. Implementing similar legal instruments of crime prevention Russia could take into account the UK experience.
