The article raises the problem that today insufficient attention is paid to the comprehensibility of the content of normative acts to their addressees — an indefinite circle of people. The clarity of the act is presumed, and in fact it is associated with the proper publication of the normative act. As a result, the “presumption of knowledge of the law” includes issues of clarity of the normative act to the addressees. At the same time, it turns out to be very difficult to refute such a presumption, since the main focus is on compliance with the procedure for publishing the act.
