Physical infrastructure can change dramatically in the next decades, including its functions, operation, and spatial arrangement. Drivers for this development are innovative technologies and energy saving pressures. Infrastructure will change physically and its spatial location will also change, while extending spectrum of functionality (services). This research starts with screening governance challenges and the most resent policy developments in Low-Carbon Physical Infrastructure. Further, a review of the state of the art in infrastructure governance in selected countries will be given. Finally, a discussion on the progress against global sustainability and resilience agenda with an aim for a rational use of energy and spatial resources will be presented
