N2 - In this paper we present the analysis of the changing meaning of privacy in Internet governance discourse. In order to uncover different facets of the issue, we apply computer-aided textual analysis to analyse transcripts of discussions at the Internet Governance Forum, an annual UN-supported event that brings together representatives of major stakeholders. Analysis of longitudinal data from 2010 to 2017 shows that privacy is a contested issue, addressed by different groups of interests. During the studied period, privacy was mostly framed in the human rights and technical perspectives. We show how specific connections between words enacted these frames and illustrate them with quotations from the data. We also show that there are routine and reflective ways in which participants enact these perspectives.
