The article compares five surveys of public opinion and experts in 2010-2013 covering Russia, U.S., EU, Switzerland and countries of Central and Eastern Europe. The authors have developed a list of criteria for comparing the attitude of citizens and experts to e-democracy. The comparison was performed on the most important sectors as well as issues, threats and challenges that respondents see in e-democracy and e-participation. The similarities and differences in attitude of citizens and experts from these countries to e-democracy and e-participation were highlighted.
