The nonequilibrium thermodynamics method was applied to analyze the experimental data on newly formed water surface and aqueous solutions of surfactants and surface-inactive substances. Experiments comprehend wide range of temperatures, concentrations and surface ages. The analysis of tension properties is given for nonequilibrium water and water solution surface.
