Since early 1990-s Russian economy development is based mainly on hydrocarbon fuel, other mining, metallurgy and other heavy and not very environmental friendly and low value-eddied goods production and export. In 2021 Russian merchandise export was based on crude fuels (oil, gas and
coal) by 54.3%, on processed fuels by 19.6%, on ferrous and non-ferrous metals by 10.4%, on precious metals and stones by 5.6%. What makes Russia one of the World top-producers and exporters of fuels, metals and other commodities. At the same time due to the authors research the
environmental friendly and high value-eddied industries are playing minor role in Russian economy.
Heavy dependency on hydrocarbon fuels production and export makes Russian economic development too risky due to the international commodities prices volatility. Above that while being one of the leaders in hydrocarbon fuels supply to the World market Russia is making significant input
towards global greenhouse gas emission and environment pollution. The UN General Assembly Resolution A/RES/70/1 - Transforming our world: the 2030 Agenda for Sustainable Development was adopted by all United Nations Member States on 21 Oct 2015. The Sustainable Development Goals (SDG) are the blueprint to achieve a better and more sustainable future for all. The SDG address the global challenges global economy faces, including poverty, inequality, climate change, environmental degradation, peace and justice. The SDG includes 17 goals including whose which should lead to the green economy development at the global and national levels. One of the very
important ways towards the green economy and stop of the climate change is dealing with regulation and management of greenhouse gas emissions. The authors are focusing their attention on that issue while considering and comparing the initiatives, innovations and work which is done and planned in
Russia and globally.
