N1 - Funding Information: A feature of Kyrgyzstan is the active involvement of NGOs and foundations (including foreign ones) in PB. The PXEOLF FXQG ³EXUaVLa FRXQGaWLRQ RI CHQWUaO AVLa´ ZLWK financial support from the Netherlands under the project ³CLWL]HQVKLS aQG TUaQVSaUHQF\ LQ WKH BXGJHWLQJ´ FRQGXFW trainings for employees of the municipalities of Tokmok and Nookat towns. Since 2017, a new Budget Code has entered into force in Kyrgyzstan, according to which local governments are required to develop a budget in a program format. This project is designed to help local governments in the implementation of the Budget Code to prepare the budget in a program format. This budget format allows citizens to track the effectiveness of the mayor's office and municipal enterprises and take an active part in determining priorities. In the course of work, a new element appeared - the exchange of experience between cities. Funding Information: VI. N2 - The paper analyses Participatory budgeting policies of five post-Soviet countries (Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan) belonging to the Eurasian Economic Union. We study the practical cases of the Participatory Budgeting implementation. The study resulted in the following findings. In the EAEU countries there is significant difference in policies and practices, as well as assessment by international organizations. A low level of public involvement in the budgeting is typical for many countries of the former Soviet Union.
