In this research paper we describe the transformation of open data strategy and implementation of crowdsourcing technologies for the city E-government services. Analysis of smart city projects provides the role of open data and crowdsourcing for smart city vision in United States and Russia. We define challenges and perspectives for collaboration of open data and crowdsourcing in smart city projects.
