For a retarded nonlinear system with a Lipschitz nonlinearity on bounded sets outside the origin, this note proposes necessary conditions for application of the Lyapunov-Razumikhin method. The presented conditions are illustrated on the classes of linear and nonlinear homogeneous systems.
