Nonequilibrium surface phenomena are very important in biological membrane diffusion in charge transition etc. The results of an experimental and theoretical investigation of nonequilibrium processes on fresh surface are presented. We investigated the most general and the practically important case of the adsorption, the chemical reactions, and the polarization of the liquid surface (as result of the polar molecules orientation and the formation of the ionic double layer). The surface tension as the main property of the surface and its structure determines the rate of phase transition. Our equation shows that the evaporation (condensation) rate of fresh non-equilibrium surface of water (γ is replaced by γt≈100 dyn/cm) is 10 times higher than the rate in the case of the equilibrium static surface of water. This result conforms with the experiments.
