In the modern world, many countries choose a peaceful way of drawing the world community’s attention
to them. The government of the Republic of Korea is pursuing a systematic policy of promoting its cultural,
political and economic values throughout the world. Culture is one of the main indicators of soft power
indexes. For instance, at the end of the last century, the world was overwhelmed by such a phenomenon
as the “Korean wave” (“Hallyu”), which Russian researchers started to study only in the 2000s, and has remained relevant today. For example, one of the institutions of soft power for Russia and the Republic of Korea is the Forum of civil societies “Korea–Russia Dialogue” (hereafter - KRD), launched in 2010 at the initiative of the presidents of both countries. The Russian and Korean secretariats of the KRD are located at Saint
Petersburg State University in Saint Petersburg and Koryo University in Seoul, respectively. The content of
the discussions and recommendations adopted during the KRD Forum events are sent to the corresponded government authorities for further work. The main goal of the KRD Forum is to establish a constructive
dialogue between representatives of all spheres of public life in Russia and the Republic of Korea, which
makes it possible to create a solid basis for cooperation, regardless of the current political situation. The
author will introduce the work of the KRD and will talk about some projects that can be further developed
and combine the efforts of scientific and educational communities and public members.
