N2 - Hardly one can find today people, with the exception of the dictators and their followers, who do not consider themselves be champions of democracy. Almost all of them agree with that democracy is the best form of organization of social life. But most of them associate democracy mainly with the State, with distribution and division of the State powers, thereby linking together the phenomenon and one of the main threats to it. What democracy actually is, and what to do to make it a reality for all peoples, societies and humankind as a whole? Traditionally responses to this question are trying to find in the forms of government and in methods of their improvement. The role of society (people), which is the bearer of sovereignty and the only source of power,remains without due attention.
