The summation of nearest dimensional singularity for improving the ε expansion in the three-dimensional turbulence theory was studied. The construction of stochastic turbulence theory was based on taking into account the pole singularities in the ε expansion coefficients of universal quantities. In this regard, the renormalization-group (RG) method in the theory of turbulence was discussed. A two-loop calculation of the Kolmogorov constant in three dimensions illustrated the effectiveness of the proposed method.
