At the beginning of the XXI century the public diplomacy meets new challenges. In the past, conversation between nations was related to the search for answers on the most acute problems facing humanity. Public dialogue, cultural exchange between nations helped to improve the international climate and had a positive impact on international politics, as well as to find promising path for human civilization. In our days, despite of the severity of problems facing the humanity, public dialogue has lost its intellectual character. A State has become the subject of public diplomacy, rather than a creative community, partly due to cultural crisis. Public diplomacy meets the narrow objectives of subsequent States. It doesn’t aim at finding global development problems solutions any more. It lacks a humanistic perspective. It is time to revive meaningful public dialogue.
