There are values of life that are common and ongoing throughout the existence of humankind. A worthy life, freedom, equality, justice, dignity, democracy and the rule of law have always been and remain the main ones. In one case, the emphasis is on the goals and aspirations of a man, in the other - on conditions when these goals can become a reality. This paper considers democracy as a universal value, not only for its significance for humankind, but also because of its comprehensiveness. Traditionally, democracy is understood mainly as a form of the state order, as a form of political power.
