This chapter analyses Russia’s options to encourage the international knowledge transfer to modernize Russian economy in the framework of the GATS Mode 4. The GATS Mode 4 is defined as the supply of a service by a service supplier of one member in WTO through the presence of natural persons of another member of WTO. It can encourage Russian trade policies to link with migration policy, but the expatriates who contribute to the knowledge transfer are not addressed between human resource management studies and migration studies in Russia. This chapter seeks to find a new agenda of Russian migration policy to foster Russia’s modernization of economy through movement of people in both human resource management studies and migration studies in Russia.
