After the collapse of the USSR the conflict because of Nagorno-Karabakh between Azerbaijan and Armenia turned to be a largescale war. As a result of military actions Armenia wrested control of not only disputable Nagorno-Karabakh but also seven neighbor regions. In spring 1994 parties to the conflict came to the cease-fire agreement. By that time the UN adopted four resolutions demanding withdrawal of Armenian military forces from Azerbaijani territory. As Armenia didn’t follow the UN resolutions Azerbaijan proceeded to reforms in the sphere of national security. Taking advantage of concluding “The Contract of the Century” Azerbaijan gained financial opportunity to improve its military forces. Besides, the process of promoting military and technical cooperation with European and Asian states was started. All this was accompanied by the creation of conceptual and legal framework for military forces advancing, including interaction with NATO. The objective of this article is to determine the peculiarities of transformation process of conceptual and legal framework approaches to military security challenges. Stating this objective defined the methods applied in the research. Taking into consideration that we focus on long duration process, historic and genetic method is used in the research. Moreover, the necessity to work with legal documents made it essential to use the method of legal hermeneutics. Furthermore, researchers used the legal compativistics method. The results obtained due to the research reveal that not only the conflict with Armenia influences the process of conceptual documents and laws passing but also geopolitical terms of Azerbaijan and viewpoint of political and military leaders on perspective of national security system development.
