The article considers the financial policy of Emperor Paul I in the context of the history and problems of monetary circulation of the Russian Empire. The article presents the reformatory transformations of Emperor Paul as an attempt to create a single monetary system in the Russian Empire at the turn of the XVIII—XIX centuries.
