The development of the region's industry has a great impact on human capital in general. The building of creative human capital and its further growth are also under the influence of the industry. As the industry develops, it is necessary to measure creative human capital by analyzing changes in the qualitative and quantitative indicators of labor in this sphere. Therefore, the purpose of the research is to identify the factors and issues affecting the development of creative human capital through the analysis of socio-economic indicators of the region's industry. The article analyzes the directions of human capital development in the industry. As part of this research, the authors identify the structure of industrial production in the region, the largest sectors of industry that contribute to the formation of creative human capital, and the leading enterprises in terms of human capital (including creative ones). The analysis of the theoretical foundation allowed us to clarify the definition of the creative human capital concept. Taking into account the dynamic trends identified in the research, the authors suggest measures aimed at forming and developing the creative human capital and directions for improving the indicators of effective utilization of industry's human capital resources in the Republic of Crimea.
