The authors attempt to identify general patterns in the development of e-portals for interaction between citizens and authorities in the Eurasian Economic Union (EAEU) countries, as well as to find common methods for assessing the effectiveness of the portals functioning. The research team presenting the preliminary results in this paper suggests using the experience that has been successfully tested on the Russian Federation case to develop such a technique. Below we demonstrate the results of e-participation systems monitoring study in Russia, that was conducted by e-Governance Center of ITMO University in January-February 2021. The monitoring is a continuation of a study started in 2020, as well as pilot studies of 2017–2019. The first represented study made an attempt to design a basic model which describes the functioning of various channels for e-interaction between the citizens and authorities, determine the specifics of each channel, develop an assessment system and monitor online platforms that ensure the functioning of one or more channels of e-participation. The study was conducted using the same methodology as the 2020 study. Participation channels were assessed according to five criteria: (1) “Openness”, (2) “Availability”, (3) “Decision Making”, (4) “Quality of feedback” and (5) “Special requirements”, each of which includes 3 indicators (totally 15 indicators). The methodology is focused on assessing the development of six main e-participation channels: (1) open budget, (2) participatory budgeting, (3) complaint mechanisms, (4) e-initiatives, (5) e-voting, (6) crowdsourcing. The proposed methodology attempts to solve this complex problem and evaluate several e-participation channels that are currently developing in Russia at regional and local levels. The second monitoring trend study uses the United Nations E-Participation Index methodology. The e-services portals of the EAEU countries were explored with an interval of 5 years (2016 and 2021).
