N2 - The experimental data in a broad diapason of temperatures, concentrations and the surface age have been obtained. Equations of the thermodynamics of irreversible processes which describe the nonequilibrium properties of the surface are derived. It is shown that the formation of a fresh surface may involve local breakdown of the electroneutrality other than the electric double layer. Under equilibrium conditions the contribution to the surface tension from the orientation of the dipoles is proportional to the square of the jump of the electric potential created at the surface. When the ionic double layer is formed under nonequilibrium conditions, we find the term to be proportional to the first power of Δχ. A new discovery is that at small surface age (1-3 ms) the surface tension increases with the temperature. It may be that this effect is connected with decreasing of the surface entropy of fresh surface.
