Among the key issues of Russian constitutional development in 2016, the Constitutional Court’s judgment in the case of Anchugov and Gladkov was of particular significance. The new mechanism for constitutional review of international tribunal decisions was applied for the first time. While attempting to find a compromise, the Court has declared the ECtHR judgment in this case partially unenforceable. The other important event was the State Duma elections which were preceded by a number of substantial amendments to election legislation. The year 2016 was also marked by toughening the regulation of the Internet and other events which are discussed in this chronicle.
