The idea of creating a BRIC civil society forum for informal discussions of key global issues and quadrilateral interaction, including the intellectual dimension of official contacts was successfully implemented. A significant contribution to the development of the quadrilateral dialogue had been made by the initiative of the Government of St. Petersburg that has organised international conference “BRIC: a breakthrough to the global economy of the 21st century” in May 2008 with the participation of the representatives of local government and leading universities of the following twin cities: St. Petersburg (Russia), Rio de Janeiro (Brazil), Mumbai (India) and Shanghai/Qingdao. In May 2009 the second conference of the same format “BRIC: step by step” has taken place. Further promotion of the cooperation within the BRIC framework, a full exploration of its considerable potential is bound to bring about a new institutional construct of the world politics.
