The First Imperial Duma existed for 72 days, but its history, inspite of numerous publications that appeared before and after 1917, remains of great interest up to now. Despite the brief team of work, the First Duma exerted the certain influence on formation of parliamentary financial policy. The article considers the discussion of the single bill that legally became law. On this example it is possible to trace the process of Duma's radicalization, and the Goverment's concessions in passing the law. The achievement of the First legislative Chamber was the determination of the parliamentary comissions' competence. A struggle begun in Duma for cancelling extra-budgetary expenditures and it proceeded up to the beginning of the First World war. Under the revolutionary conditions deputies failed to see the only opportunity to legally influence the governmental policy, i.e. to discuss financial bills and the budget. Awareness of the failure resulted in changing the policy of Duma's major parties.
