The article discusses the problems of e-government systems development in the context of contemporary reforms of public administration. The e-government systems building in most cases were realized by means of information and automation of traditional bureaucratic organizations and processes. This way e-government systems development have led to raise of coordination problems and transaction costs, which reduce of e-government technologies implantation positive results. In the article, we conclude that the successful implantation of the e-government technology in public administration may be achieved only in the new paradigm of e-government systems development, which may be conception of quality management.
