The legal regulation of compensatory relations arising from compensation for damage caused by a criminal act requires solving problems that are in the sphere of interaction of legal norms-substantive (civil, criminal) and procedural (criminal procedure and civil procedure) law. In a number of CIS member States, legislation on State liability for damage caused by a crime has already been adopted and is in force under certain conditions established by law. In order to unify the approach of the CIS member States to solving the problems under consideration, a model law for the CIS member States was developed and adopted in 2018-2020, which is designed to provide a new level ofprotection of the rights of victims of crimes. It provides a recommendatory basis for the development of legal guarantees for the restoration of the violated rights of these victims within the framework of the national legislation of each of the CIS member States.
