In the article are analyzed theoretical concepts and practical aspects of modernization and movement to «the dialog’s model» of state strategic government in Russia and foreign countries. Their variety it serves as base for the design analysis of this problem. Is determined the influence of strategic approaches in control on the local level of large city. The relationship of factors, stages of increase and development of local public services is investigated. The basic possibilities of the search for the adequate ways of improvement in the system of public services, in the realization of the contemporary concept of the evaluation of the activity of the public authority under the conditions of administrative reform in Russia are shown.
