The article is about the concepts transformation during a process of ICTs implementation into public administration last decades. It contains a short history of computer implementation into public sphere, a description of conceptual basis of e-government, its critics and formation of new ideology of e-governance. The author considers this conceptual transformation was influenced jointly by development of ICTs and its social, economic, political, and cultural environments. Political science of governance and democratic theory made a great influence on this conceptual trend.
