The paper presents a detailed proof of V.I. Zubov's theorem on control, stabilizing the family of programmed motions of a linear control system. The main idea of this theorem is used further to prove the existence of control. It is meant that this control provides the implementation by the bilinear nonstationary system of a given set of programmed motions and solves the problem of stabilization for each of them.
