All groups of resources (financial, administrative, organizational, human, etc.), economic functions are concentrated in modern megalopolises. They occupy the highest levels in the hierarchical structure of settlement. High population density, economic and geographical conditions, a complex multi-ethnic and multicultural structure of the population of St. Petersburg contributed to the formation of certain types of urban political culture and behavior models. The empirical part of the article is based on the results of several studies of the center for sociological and Internet research of St. Petersburg State University in 2015-2016 years. These studies reflect the opinions of citizens of Saint-Petersburg about the specifics of relations between the state and population. Three basic models of interaction between civil society and the state, typical for Saint-Petersburg, were allocated on the basis of data analysis. Cluster analysis allowed suggesting a classification of civil society segments with a characteristic of social capital of each subgroup.
