In this paper the European Court of Human rights as a judicial organ of the Council of Europe is considered as an association of people with their personal, social and professional characteristics. The aim of the paper is to analyze the judges of the ECHR as a community of people ensuring the functioning of the Court in Strasbourg. The urgent need for this analysis is provided by the inevitability of judges representing the national legal systems and by the influence of their decisions and judgments on the national legal systems and the national perception of the principles of international law. The budget of the ECHR has become 50 times higher in 2013 than in 2000. The group is consolidated by their cooperation in real time, hence establishing a common identity. Earlier, the reforms of the Court have been concerning the human rights provided by the Convention of 1950.
