N2 - The article is concerned with an element of information strategy – noopolitik, adopted by People's Republic of China. To use it internationally China starts reform, which implies building law-based state. Paradigm shift is caused by the fact that China joined the group of powers forming political agenda; in order to do it China will need judicial ground. Analysing speeches by PRC leaders and materials of the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China, one can make a conclusion that PRC is ready to advocate its interests in different ways including military one.
