The purpose of the work is to study the territories of advanced economic development regarding the possibility to serve as a favorable environment for the development of a modern man on the example of contemporary Russia. To achieve this, the authors developed their own new method, which involves comparing the potential of human development and the degree of its disclosure. Official statistical reporting of the United Nations Development Program “Human Development Index 2016”, the World Economic Forum “The Global Competitiveness Report 2017-2018” and The World Bank Group “KEI and KI Indexes 2012” formed the information and analytical basis of this study. The key authors’ conclusion that result this research is that contemporary Russia possesses a significant accumulated human potential that is not fully disclosed. On the territories of advanced economic development, conditions are being created, in which the fullest possible disclosure of this potential is possible. Practical recommendations and the authors’ optimization conceptual model are proposed for that.
