In this paper, we formally define a class of controlled compartmental models of disease propagation and analyze their properties. We use a modification of the SI epidemic model with two infection stages and two controls to illustrate our findings. In particular, we compare the efficiency of two controls and formulate conditions for a control to reduce the basic reproduction number R0 below 1.
