The paper considers strategic environmental assessment as a tool for evaluating environmental performance of urban underground infrastructure development policies. Multi-criteria analysis is used for environmental impact-evaluation; a flow-chart of the assessment process is given. The pilot study considers several UUI development policies with relation to cities' master plan concepts. Policies considered are: city as a homogeneous territory, city as a combination of activity centres, monocentric, polycentric, circular city.
