The purpose of the study presented in this paper is to analyze the communication policy of the European Union and NATO as well as Russia and the "Islamic State" terrorist group, named in EU resolution as one of main communication threats, in the context of modern information confrontation and the massive dissemination of digital disinformation. We identify key target audience, narratives, channels and methods of communication used by the opposing parties and provide recommendations on the building of strategic communications. In the first part we analyze the different theoretical approaches to the concept of strategic communication. In the second part we analyze the studies of the main communication threats to EU (namely, Russia and Islamic State). The third part analyzes the communication strategies of EU and NATO as the main partner of the European Union in strategic communication.
