The spectra of the fluctuations of the phase and average intensity of the short-wave signal observed in vertical sounding of the ionosphere, where the electron density fluctuates with a power-law spatial spectrum, are calculated by the method of smooth perturbations. By comparing the theoretical relations obtained with the experimental results it is shown that the experimental and theoretical results agree qualitatively with one another. It is shown that only simultaneous measurements of the amplitude and phase of the sounding field make it possible to give a correct interpretation of the experimental results. A method for determining the drift velocity of ionospheric nonuniformities from the experimental data is proposed.
