The scattering function for the high frequency (HF) ionospheric sky wave random channel was determined by HF wave propagation in the real fluctuating atmosphere. The function was developed by the models of background atmosphere and ionospheric electron density fluctuations. The generalized Rytov's approximation phase method was employed for the characterization of HF channel of propagation.
