A communication satellite system, in which one or some satellites have been out of order, is considered. A method of finding the optimal launching time of a new satellite under conditions that the resulting satellite system is most close to the certain designed system and has the maximum efficiently covering (survey) of the Earth surface is elaborated. A model example is analyzed.
